By 2020, air pollution caused by the use of the drug Proteznapol had reached crisis level in much of the UK. During the worldwide food crisis the drug was widely used by the general population for its hunger-reduction side effects. The remnants of government were unable to enforce prohibition and the resulting black clouds of dust were themselves killing hundreds of people every year. The 'Cleaning the Air' campaign pioneered by the Greater Manchester Committee reduced the use of Proteznapol through the use of the Unblinking Eye of Surveillance coupled with a series of public floggings.OpenPlaques
